Board of Directors
Guernsey-Muskingum Electric Cooperative, Inc. is governed by a seven-member Board
of Directors, who are elected by the membership at the cooperative's annual meeting.
The Cooperative's scheduled Annual Meeting is in March or April of each year at
the East Muskingum Larry W. Miller Intermediate School, New Concord, Ohio.
Unlike other types of utilities, the cooperative is governed by directors elected
from and by the membership, not by out-of-town shareholders interested in securing
a higher dividend return for the stockholders.
The service area of Guernsey-Muskingum Electric Cooperative, Inc. is divided into
seven board districts, each with a member elected representative. A nominating
committee selects candidates for the Board. A maximum of two candidates per district
can appear on the annual meeting ballot. The entire membership votes on these candidates
at the annual meeting to elect directors each year.
The board of directors meet every month. They are responsible for setting the Cooperative's
policies and rates, approving contracts and regularly reviews the operating performance
of the Cooperative and its appointed management. As representatives of the rural
community, they communicate the interests of the Cooperative’s membership.
The following is a brief biography of the Co-op's Board of Directors.

Mr. Hill represents District 1, which includes the following Muskingum County townships:
Cass, Falls, Hopewell, Jackson, Licking, Madison, Muskingum, Newton and Springfield.
Licking County township of Hopewell and Perry County township of Madison.
He has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since April
16, 1994.
DISTRICT 2

Mr. Parks represents District 2, which includes the following Muskingum County townships:
Adams, Highland, Monroe, Perry, Rich Hill, Salem, Salt Creek, Union, Washington

He has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since November
29, 1969.
DISTRICT 3
James C. Rex

Mr. Rex represents District 3, which includes the following Muskingum County townships:
Blue Rock, Brush Creek, Clay, Harrison and Meigs. Noble County townships: Brookfield
and Sharon. Morgan County townships of Bloom, Bristol, Manchester, Meigsville and
York.
He has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since December
1, 2003.

Mr. Enos represents District 4, which includes the following Guernsey County townships:
Adams, Cambridge, Knox, Liberty, Westland and Salt Fork.
He has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since January
24, 1992.
DISTRICT 5
Robert R. Clarke

Mr. Clarke represents District 5, which includes the following Tuscarawas County
townships: Clay, Oxford, Perry, Rush, Salem and Washington. Guernsey County township
of Wheeling. Harrison County township of Freeport.
He has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since March
18, 1968. He has served as secretary-treasurer of the Cooperative. He has served
as chairman of the Ohio Rural Electric Cooperatives, Inc. (OREC) Board of Directors,
previously he served as vice chairman and secretary-treasurer of OREC. Mr. Clarke
is very active in the Rush Community Church, he has served on various school boards
and holds offices in many organizations.

the retired County Executive Director for the Agricultural Stabilization and Conservation
Services, USDA.
Mrs. Stutz represents District 6, which includes the following Guernsey County townships:
Center, Jefferson, Londonderry, Madison, Monroe, Oxford, Washington and Wills.
She has been a Guernsey-Muskingum Electric Cooperative, Inc. Director since January
12, 1983.
